Dale Bailey, Ph.D.

Dr. Dale Bailey is a school psychologist and educational consultant providing professional consultation for School-Wide Positive Behavior Intervention and Support (SW-PBIS), Response to Intervention (RtI), and compliance with state and federal regulations regarding special education programming for students with disabilities. Dr. Bailey is a graduate of the APA and NASP approved School Psychology program at The University of Southern Mississippi, and he completed a pre-doctoral internship in behavioral pediatrics at the Child Development Center on the campus of the University of Mississippi Medical Center in Jackson, MS. He is a founder and co-owner of Fluency Plus, LLC which specializes in providing educational and behavioral intervention services to children, families, and school personnel. He has served as the President of the Mississippi Association for Psychology in the Schools (MAPS), and he has worked as school psychologist in Mississippi as well as a professional consultant for the Mississippi and Louisiana Departments of Education and several school systems within those states. In those roles, Dr. Bailey has provided professional development and consultation regarding topics such as SW-PBIS, RtI, FBA, instructional and behavioral interventions, empirically-based disciplinary practices, and data-based decision making over the past 25 years.

 

William Emile Swindol, Ed.S, BCBA

William Emile Swindol is a school psychologist, Board Certified Behavior Analyst, and educational consultant providing psychoeducational evaluation, functional behavioral assessment, and professional consultation for Response to Intervention (RtI) and compliance with state and federal regulations regarding special education programming for students with disabilities. Mr. Swindol is a graduate of the NASP approved School Psychology program at Mississippi State University - Meridian, and he holds licensure from the Mississippi Department of Education in School Psychology, Psychometry, and Special Education as well as licensure as a Behavior Analyst from the Mississippi Autism Board. He is a partner in Fluency Plus, LLC, which specializes in providing educational and behavioral intervention services to children, families, and school personnel. He served as the court-appointed independent monitor for a federal special education consent judgement in the Eastern District of Louisiana from 2016 to 2026, and he has worked as a school psychologist and behavior analyst for numerous school districts across Mississippi. Mr. Swindol has provided comprehensive psychoeducational assessment, functional behavioral assessment and behavior intervention planning, academic intervention development, and training on educational best practices to Mississippi school districts for over fifteen years.
